Does every foundation and association have to maintain full accounting?

As a rule, foundations and associations are required to maintain accounting ledgers, i.e., full accounting, in accordance with the Accounting Act. However, it is possible for some non-governmental organizations, including associations, to keep a simplified revenue and expense ledger (UEPiK) if they meet certain conditions, such as not conducting business activities and not having public benefit organization (PBO) status. 

The main obligation is to prepare an annual financial statement, which must be signed and submitted to the appropriate authorities, such as the Head of the National Revenue Administration. This statement includes, among other things, a balance sheet, a profit and loss account, and additional information. Public Benefit Organizations (PBOs) have additional reporting obligations. 

Yes, non-governmental organizations can conduct business activities, but the profit from them must be used for a statutory purpose. This requires the proper separation of this activity from statutory activities in the accounting books. It is also necessary to maintain accounting records in a way that allows for the settlement of the result from business activities and its taxation. 

Not always, but many organizations – even those not conducting business activities – have this obligation. We will check this for you.

The simplified revenue and expense ledger (UEPiK) is an alternative to full accounting ledgers, available to some non-governmental organizations. It can be used, among others, by rural housewives’ associations and organizations that do not conduct business activities, do not have public benefit organization (PBO) status, receive income exclusively from specific sources, and their revenues for the previous year did not exceed PLN 100,000.
